Institute a flat rate water bill of $35 per month.
- Stop
placing water and sewage bills on the tax rolls enabling Wayne
County to seize people’s homes.

Collaborate with the school board to place the election of a Charter
Commission on the June 2004 school board ballot.
- Seek a grant opportunity for infrastructure (water) improvement.
- Create a water review board consisting of volunteers and staff.
- Have professional individuals check meter technology and
calibration to prevent errors in estimates.
- Cross-train staff in the water department to avoid functions being
neglected, because only one person can perform that function. The
coalition recommended that a resident who worked in the department
conduct the training.
- Consider training a corps of volunteers to provide customer
service.
- Transfer Katreia Bey from the water department to the finance
department to replace the consultant who the coalition states is
there at a higher cost.
- Continue consideration of creating a water authority, which would
be effective April 4, 2004.
- Request that Judge John Feikins (the judge who ruled on the
procedures regarding Highland Park’s sewage debt to Detroit) be
removed from decision making, because of public remarks he made
which some charge showed bias against African Americans.
